This paper takes Sanya City of Hainan Province as the research object and discusses how to realize the optimal allocation of tourism resources through the optimization of government policies, scenic spots themselves, supporting services and other aspects. Through the analysis of relevant data and diagrams, this paper expounds on the joint role of government policies, the planning and construction of scenic areas and the supporting service system, which provides theoretical support and practical guidance for the sustainable development of tourism in Sanya City.
