Abstract

This chapter empirically highlights public employees' knowledge-sharing intention by adopting and extending existing well-established theories. Knowledge is a critical economic resource and the only source of comparative advantage. Explicit knowledge is easy to communicate, accumulate, and disseminate, and it is the knowledge found in textbooks, on the web, and other visual and oral means. It is the opposite of tacit knowledge.

TPB is a theory used to predict and understand behaviors. It posits that behaviors are immediately determined by behavioral intentions, which are determined by a combination of three factors: attitude toward the behavior, subjective norms, and perceived behavioral control. The researcher proposes an extended TPB combined with a perceived environmental concern variable as a determinant of behavioral intention. One hundred fifty questionnaires were distributed among civil society and the public sector at the district level in the Central Kalimantan Province of Indonesia. Collectively, 126 inquiries were received. A Partial Least Squares (PLS) analysis was applied to analyze and test the research model and hypothesis. The results show that all of the components of the TPB significantly influenced perceived SDG realization.  The results also partially demonstrate that the intention to share knowledge mediates the influence of attitude, perceived behavioral control, and perceived environmental concern on SDG achievement. This study indicates that the proposed model can be used to explore views that influence public sector organizations' intentions to share knowledge. The local authority can, therefore, put the research's recommendation into practice. The study's disclosure of the variables influencing public officials' information sharing makes this report unique.
